Pension reform will succeed only with a comprehensive approach and an “upgrade” of the solidarity level.

It was announced by the founder and chairman of the Growford Institute Vitalii Lomakovych in the program “How everyone lives?” on Channel 4 

“The purpose of pension reform is to establish a fair principle of pension provision. An average pensioner cannot receive several thousand, and judges cannot get tens of thousands. Therefore, the substitution coefficient should be set to 0.4. This means that if today the average salary in the country is UAH 12-13 thousand, the pension should be approximately UAH 5500. But this pension should consist of two parts: the state takes a guaranteed solidarity, minimum subsistence level, and the other must be accumulated by a person,” Lomakovych explained.
